भोपाल में शिवराज सिंह चौहान ने आयोजित करवाया रोजगार उस्तव

मुख्यमंत्री शिवराज सिंह चौहान (Shivraj Singh Chauhan) ने आत्म-निर्भर मध्यप्रदेश(Atma Nirbhar Madhya Pradesh) के संदर्भ में मिण्टो हॉल भोपाल में आयोजित रोजगार उत्सव में वर्चुअल शुभारंभ किया । बेहतर रोज़गार के अवसर उपलब्ध कराने के लिए हम मंथन करवाएंगे। हर महीने 1 लाख युवाओं को दे पाएँ, यह हमारा लक्ष्य है। हम रोजगार के नये अवसर सृजित करने के लिए संकल्पित हैं। शिवराज सिंह चौहान ने कहा कि जो इन्वेस्टमेंट करेगा उसको सारी सुविधायें देंगे लेकिन शर्त ये रहेगी कि 75% रोजगार राज्य के बच्चों को मिले।

शिवराज सिंह चौहान ने आगे कहा कि हम मिलकर रोजगार के अवसर सृजित करेंगे। मैं नौजवानों का आह्वान करता हूं कि नये आइडियाज को लेकर आगे बढ़ें, उनके आइडियाज को पूरा करने में हम साथ देंगे। मध्यप्रदेश को नंबर एक का राज्य बनाना है और उस दिशा में सब मिलकर काम करेंगे। सबसे पहला फोकस रोजगार पर है। हर सेक्टर में रोजगार कैसे पैदा हो इस पर काम करेंगे।

आत्म-निर्भर मध्यप्रदेश अभियान के अंतर्गत प्रदेश के युवाओं को रोजगार और तकनीकी कौशल प्रशिक्षण प्रदान कर आजीविका के बेहतर अवसर प्रदान करने की मुहिम में तकनीकी शिक्षा, कौशल विकास एवं रोजगार विभाग ने पिछले माह 100 से अधिक रोजगार मेलों के माध्यम से हजारों युवाओं को रोजगार के अवसर प्रदान किए हैं। इस वित्त वर्ष में अब तक विभिन्न विभाग द्वारा लगभग 1 लाख 45 हजार युवाओं को रोजगार एवं स्व-रोजगार के अवसर उपलब्ध कराए गए हैं।

UP to fight Unemployment with new Labor Laws?

Uttar Pradesh Government exempted all labor laws but three. With all the migrant labors returning back to the state and economic slowdown due to Coronavirus pandemic. They have been introduced as ‘Uttar Pradesh Temporary Exemption from Certain Labour Laws Ordinance, 2020’. The laws that have been exempted are Bonded Labour System (Abolition) Act, 1976; Employee Compensation Act, 1923; Building and Other Construction Workers Act, 1996.

What has come up as a surprise though is the request made by the Chief Ministers of four other states; Punjab, Karnataka, Harayana and Gujarat, to not airlift the migrant workers since they form a big part of their respective state economies.

Yogi Government though promises employment to all the workers returning back home with great difficulties after lockdown so as to prevent them from migrating again. UP being highly populated see the largest population of migrant workers all over India. To prevent this from happening in a future free from the fear of COVID-19 there are steps the state government has planned. Multinational giants like FEDx, Adobe have been invited to set their offices in the state.

Apart from that laborers are being brought back home and a committee has been set up for representation of Micro, Small and Medium Enterprises. The government plans on creating around 15 lakh jobs from the aforementioned department post lockdown.

With the change in labour laws and new policies being introduced, Uttar Pradesh government plans on generating employment to stop people from migrating and contribute in the growth of the state. But with economic slowdown and with zero percent growth rate for the financial year 2021, it would be interesting to see how they reach the finishing line.

बेरोजगारी के मुद्दे पर प्रियंका का मोदी- योगी सरकार पर हमला

कांग्रेस महासचिव प्रियंका गांधी ने एक बार फिर देश में बढ़ रही बेरोजगारी के मुद्दे पर सरकार को आड़े हांथों लिया है। प्रियंका ने उत्तरप्रदेश और बिहार में शिक्षकों के 4 लाख पद खाली होने की एक खबर को शेयर करते हुए अपने ट्विटर एकाउंट पर लिखा,

उत्तर प्रदेश में शिक्षकों के लगभग 2 लाख पद खाली पड़े हैं। युवा नौकरियाँ निकलने का रास्ता देख रहे हैं। धूप-बारिश में खड़े प्रदर्शन कर रहे हैं।

मगर रोजगार देने की बात पर BJP सरकार के लोग मुँह फेर लेते हैं या कहते हैं कि उत्तर भारत के युवाओं में योग्यता नहीं है।

दअरसा दरअसल प्रियंका गांधी अपने इस ट्वीट में केंद्रीय मंत्री संतोष गंगवार के उस बयान पर हमला बोल रहीं थी जिसमें उन्होंने कहा था कि देश में नौकरियों की कमी नही है बल्कि उत्तर भारत के युवाओं में योग्यता की कमी है।

Auto crisis in India at its peak

Amidst the auto industry slowdown in India, an estimated three lakh and fifty thousand people have lost their jobs due to layoff. India is the fourth largest automobile market in the world, but the sales slowdown has caused India to have a major labour crisis. The auto industry contributes more than 7% of India’s GDP.

This slowdown has resulted in the job losses on the level of automakers, dealers, suppliers and other organised levels. The auto industry in India had been under pressure for a year. Several companies have been forced to shut down their factory for days and axe shifts.

• Maruti has cut up its temporary workforce by 6% over the last six months.
• Tata motors had a week long shutdown in four of its plants in the last two weeks.
• Yamaha motors and auto component makers like valio have laid off about 1700 temporary workers.
• Wheels India can possibly cut its temporary workforce by 800.

This was just a glimpse in the problems faced by the auto industry. The Automotive Component Manufacturing Association Of India had previously said that the country’s auto plants industry could be forced to cut 10 lakh jobs if the slowdown in vehicle sale continues.

This slowdown has emerged to become a massive problem for Prime Minister Narendra Modi as unemployment among Indians is increasing substantially in his second term. Earlier this year, it was reported that India’s unemployment rate stood at 6.1% in FY18, some even saying that it is the highest rate of unemployment seen by the country in the last four decades. The unprecedented auto crisis has certainly added more to the challenges faced by the Modi Government.

Underemployment

Highly-educated Indians looking for lower-skilled jobs is not new. Recently, people with professional qualifications such as M.Tech, B.Tech, and MBA, postgraduates as well as the graduates have applied for posts of sweepers and sanitary workers in the Tamil Nadu Assembly Secretariat. M.Tech students appearing for Junior Engineer posts, graduates working in call-centers, engineers going for Group C & D government jobs, etc. are not rare sights in India. Underemployment is omnipresent in India.

Underemployment arises because of many factors. Partially, the student is also responsible for it. It arises due to the penchant for government jobs, the slump in core jobs, over-flooding with graduates, not enough opportunities in private sectors, etc.

The love for the government job leads to graduates dropping years for preparation. Sometimes, they don’t even consider joining private sector jobs and keep on wasting their time and resources. Automation has decreased core engineering jobs. The market is over-flooded with graduates. This is due to the opening of large numbers of sub-standard universities and colleges. Private sectors, sometimes, act as an infinite loop. They won’t give the job to inexperienced person and vice versa.

Sometimes, the underemployment of highly educated youths leads to the unemployment of lowly and adequately educated people. For eg., M.Tech. students applying and preparing for sub-standard posts like loco-pilot in Railways leads to the reduction in the chances of Diploma holders. Same goes for clerical jobs in banks and in government institutes. In our Prime Minister’s way, selling Pakoda is also a job but a post-graduate pakoda-seller is underemployed. And he might chew away the jobs for the lower educated strata of the society.

What could be done?

Unemployment could be treated by generating jobs and underemployment by creating enough jobs for a suitably qualified person. They should bring a capping system for different government job grades. For eg., for a given group, a person 2 degrees higher than the eligible candidate should not be allowed. A 12th pass job should not allow a post-graduate to apply. The second step could be to generate enough employment to assimilate the graduates and post-graduates. This would definitely solve the problem of underemployment and unemployment both.

Modi finding cover for his debacles in blaming Congress

Recently, our Prime Minister gave his one of the last speeches of his tenure. It was a good speech, technically, but the content was the same old political jibes and slurs. Modi’s speech was filled with satires on Congress and the latest ‘United Opposition Alliance’. He even compared his 55 months governance with 55 years of Congress government.

Modi was replying to the debate on the motion of thanks to President Ram Nath Kovind’s address to the Parliament. He used his hour-long speech to cover points about the first time voters, middle class, traders, the poor, farmers, successes, initiatives, and above all, satires on Congress.

The Opposition wanted answers on key national issues like unemployment, farm crisis, and the Rafael fighter jet deal. The answers by Modi only involved mockery and digging out the buried cases in the past. He started with the changed definition of BC as ‘Before Congress’ and AD as ‘After Dynasty’. BC is the time where nothing happened and AD is the period where everything happened. Thus, comparing the Congress rule of more than half-century to his tenure of 5 years. The points which were put forward by him, like sanitation coverage, LPG connections, electrification, etc., are debatable. Lowering the standards and inflating the numbers did exaggerate the results but the ground reality hasn’t changed.

On misusing the Constitutional Institutions, Modi again compared his reign with that of Congress’. He even said that they manipulated institutions several times for their benefits. So, bending the Institutions has become a competition. What our Prime Minister should understand is that wrong is wrong and it should not depend on the frequency. It is like justifying the robbery in terms of money gained.

Modiji even called the leaders of the ‘United Opposition Alliance’ as the traitors as they had worked with Vajpayee and with him in the past. He even tagged them as ‘maha-milavat’ government. Thus, a government with no original or pure substance. He even pointed out the coalition government of UPA was ineffective. He later completed this point by saying that they are not going to be elected to the Parliament.

On Rafale jet deal, Modi said that Congress didn’t want the Air Force to become stronger and thus, they are opposing the government. He also said that Congress party is astonished as this is the first time when a defense deal is completed without any corruption. As if setting up a JPC means relinquishing the strength of the armed forces.

Modi’s speech was quite predictable. The key ingredients of every Modi-speech are satires on Congress, digging up their past, dwarfing the previous governments’ achievements, and thus, confusing from the main question. In this speech, the questions were unemployment, rural distress, Rafale Jet deal, and the failure of Make in India. In our PM’s answer, among these points, which points did he cover? He ducked 3 out of 4 points and claimed that other parties didn’t want Air Force to become stronger. Only turns and twists with no displacements, Modiji’s speech didn’t give the final outcome.

राष्ट्रीय सांख्यिकी आयोग (एनएससी) के दो सदस्यों के इस्तीफे के बाद मामले पर राजनीति तेज हो गई है। बुधवार को नरेंद्र मोदी सरकार पर हमला बोलते हुए कांग्रेस ने कहा कि सरकार तत्काल बेरोजगारी से जुड़ी वह रिपोर्ट जारी करे जिसे उसने अपने पास रोक रखा है। वरिष्ट काग्रंस नेता अहमद पटेल ने ट्वीट कर कहा, “सरकार तत्काल बेरोजगारी से जुड़ी वह रिपोर्ट जारी करे जिसे उसने अपने पास रोक रखा है। रिपोर्ट और इसे तैयार करने वाले आयोग का ताल्लुक भारत की जनता से है, न कि किसी राजनीतिक दल से। इसका कोई मतलब नहीं है कि सरकार इस रिपोर्ट को सिर्फ इसलिए जारी नहीं करे कि इसके तथ्य उसके मुताबिक नहीं है।’’

मोदी सरकार पर हमला बोलते हुए पटेल ने कहा कि सांख्यिकी आयोग के सदस्यों के इस्तीफे से एक और संस्थान निष्क्रिय हो गया है। मामले पर कांग्रेस प्रवक्ता अभिषेक मनु सिंघवी ने कहा, “सांख्यिकी आयोग उन प्रतिष्ठित संस्थानों की कतार में शामिल हो गया है जिनको प्रधानमंत्री मोदी और भाजपा ने बर्बाद किया है। इनमें आरबीआई, सीबीआई, सीवीसी, सीबीडीटी, ईडी और आयकर पहले से हैं।’’

सिंघवी ने आगे कहा कि आत्मसम्मान वाले पेशेवर लोग इस सरकार के दबाव में नहीं झुक सकते और न ही डेटा के साथ छेड़छाड़ का प्रयास कर सकते हैं। परंतु झुकने वाले नौकरशाहों का इस्तेमाल बदले की राजनीति के लिए हो सकता है। इनको आत्मसम्मान वाले पेशेवर लोगों से सीखना चाहिए।

गौरतलब है कि सांख्यिकी आयोग के दो स्वतंत्र सदस्यों पी सी मोहनन और जे वी मीनाक्षी ने सरकार के साथ कुछ मुद्दों पर असहमति होने के चलते इस्तीफा दे दिया है। एक अधिकारी ने मंगलवार को यह जानकारी दी। मोहनन आयोग के कार्यकारी अध्यक्ष भी थे।
