Newbuzzindia: मोदी सरकार के पर्यावरण मंत्रालय की ओर से तैयार किए गए एन्वायरमेंट सप्लीमेंट प्लान(ईएसपी) का 75 फीसदी हिस्सा अमेरिका के दस्तावेज से कॉपी किए जाने का मामला सामने आया है। इस दस्तावेज में 3850 शब्द हैं और इनमें से 2900 शब्द अमेरिका के मार्च 2015 में दिए गए सप्लीमेंटल एन्वायरमेंट प्रोजेक्ट्स पॉलिसी दस्तावेज से उठाए गए हैं।
इस ड्राफ्ट में प्रस्ताव रखा गया है कि बिना पर्यावरणीय अनुमति लिए प्रोजेक्ट शुरू करने वालों को एन्वायरमेंट इंपैक्ट असेसमेंट नोटिफिकेशन 2006 के तहत अनुमति दी जाएगी। इससे पहले के बनाए गए कानूनों में इस तरह के कार्य को अपराध माना गया है और जेल की सजा का प्रावधान है।

पर्यावरण मंत्रालय ने 10 मई को यह ड्राफ्ट वेबसाइट पर डाला था। दो महीने के अंदर इस पर लोगों से राय देने को कहा गया था।
ड्राफ्ट नॉटिफिकेशन जारी करने वाले ज्वॉइंट सेक्रेटरी मनोज कुमार सिंह ने कॉपी कंटेंट होने से इनकार किया। उन्होंने बताया, ”हमने अमेरिका के प्लान से आइडिया लिया। ज्यादातर पश्चिमी देश ऐसा ही करते हैं। लेकिन हमारे ड्राफ्ट की भाषा अलग है। कुछ कॉपी नहीं है।” बुधवार को पर्यावरण मंत्रालय का जिम्मा संभालने वाले अनिल माधव दवे ने इस बारे में ईमेल पर जानकारी मांगी। अभी तक उनका बयान नहीं आया है।
